A proposal that would remove nonprofit organizations from the 
definition of minority businesses is one step closer to passing the 
General Assembly.
House Bill 48 went with the governor’s backing into a House Health 
and Government Operations Committee hearing March 7. If the bill passes 
the Legislature, it would affect some of the organizations that have 
been contracting to nonprofits, said Wayne Frazier,
 president of the Maryland Washington Minority Contractors Association. 
He pointed to the state health department, which he said doles out $600 
million annually to nonprofits listed as MBEs.
