For Erwin Fletcher, the hardest part of unemployment was the lack of confidence.
In 2011, he turned to the Annapolis branch of Manpower for
temporary work. And even though the staff there hired him briefly and
gave him resume and interviewing tips, his ego suffered a blow when he
couldn’t find permanent employment.
